The emergency funds will not fully cover the costs to keep Snap running through the month of November, as Trump Administration officials testified in court last week. That number is closer to $9 billion.
Patrick Penn, the additional USDA official who supported the SNAP program, told the court that the renewed SNAP payment program would cover 50% of the current allocations for eligible households in November.
Payments will be reduced, however, and he warned that some people could see more delays due to system changes and other administrative ingredients.
“There are some procedural difficulties that will likely affect the November Snap benefits reaching households in a timely manner,” Pensta said, adding that the reduced benefit changes “take anywhere from a few months.”

The news comes after two federal judges on Friday ordered the Department of Agriculture to use its $5 billion in funds to keep the food program running beyond November 1, when funding for the program expires.
US District Judge John McConnell had explained that the USDA “must distribute the emergency funds on time, or as soon as possible,” before the November 1 payment deadline.
“The defendants have worked diligently to comply with the court’s order in the short time line given by the court definitely within the Department of Justice,” said the lawyers of the Department of Justice, that McConnell told McConnell on Monday.

Then USDA officials told the court that they planned to keep $5 billion in emergency response agencies for natural disasters – details pen noted on Monday.
“This means no money will be left for new applicants who are working in November, for disaster assistance, or as a buffer against the potentially catastrophic effects of shutting down SNAP altogether,” Penn said.
President Donald Trump said Friday that he has asked the administration’s attorneys to look into the issue and legalize SNAP “as soon as possible.”

“If we are given a formal legal direction by the Court, it will be my desire to provide the money,” Trump said in a social media post.
