Kuwait issues four joint resolutions to strengthen drug control and increase addiction treatment

Kuwait issued three new ministerial decrees aimed at combating narcotic drugs and psychotropic substances while strengthening treatment and the country’s treatment and rehabilitation, according to the Ministry of Health.
The measures, announced by the Minister of Health Dr. Ahmad Al-Awadhi, were part of the government’s comprehensive approach to creating an integrated legal system that protects the public and improves health security.
The Ministry of Health said that the first decision designates the construction of the Alsulaibiya New Center as a special building for the rehabilitation and treatment of counseling patients.
This center will operate under the name “Renovation of the Correction Center”, in the implementation of the provisions of article (3) of the decree law No. 159 of 2025.
Kuwait drug laws
The Ministry said that this step confirms the state’s commitment to adopt an integrated approach to the treatment of addiction patients, based on good health care and psychological rehabilitation and social rehabilitation.
This approach aims to improve the chances of finding and support the reintegration of people back into the community in a safe and structured treatment environment.
The second decision establishes a detailed and controlled framework for receiving medical reports and prescriptions related to narcotic substances and psychotropic drugs for people from outside the country.
Under the framework, travelers can bring a certain amount of such medicines for personal treatment within regulated periods of time, provided that medical reports approved by the official Kuwaiti authorities abroad have been imported. Acknowledgments can be completed in writing or by approved electronic means.
Narcotic trade
According to the ministry, the third decision regulates the use and trade of narcotic drugs and psychotropic substances within licensed public and private institutions.
The regulations include the requirements for obtaining the first import, export or transport licenses, as well as the rules governing the medicinal drug and the distribution of these substances in accordance with the approved standards and certain prices.
Licensed businesses are also required to record the movement of incoming and outgoing goods in official records at specified time intervals.
This decision also regulates the availability of certain items by doctors in emergency situations and places to store administrative resources in hospitals, health centers and research laboratories.
The fourth decision introduces a comprehensive legal and regulatory framework that regulates the admission of addicts or drug users to treatment and rehabilitation centers.
Food support
Admission may be by the patients’ own initiative, a report from a family member or employer, or a decision issued by the competent health authorities.
The Framework emphasizes privacy and the protection of your privacy.
It also indicates reporting procedures and explains the role of public prosecutions and the courts of law in arranging arrests rather than initiating criminal proceedings or imposing fines.
Detention periods are limited to three months on a public prosecution decision or one year on a judicial decision, or it is possible to be released early in the event of release on bail based on an approved medical report.
The Ministry of Health of Kuwait said that the four decisions together show a unified regulatory framework that demonstrates the state’s commitment to protecting the dangers of drugs and organized crime and strengthening the public health system in accordance with the highest legal standards.
