UAE bans domestic worker agency for breaking law

This decision follows the violation of this organization’s commitment and regulations set out in the Domestic Workers Act, the regulations and decisions that apply to it.

Violations were confirmed by the Department’s inspection program reports as part of its ongoing oversight of domestic worker employment offices, and through its complaints system and strong response to customer complaints.

The Department reiterated its unwavering stance on taking legal action against any domestic worker recruitment office proven to have violated the law, and confirmed that legal action has been taken against the Oud Al Reem Agency for Domestic Worker Services.

The local authorities concerned have been informed of the decision to revoke the license in order to complete the necessary procedures.

Agency owners are also empowered to rectify the situation of domestic workers under their sponsorship in accordance with MoHRE regulations, in addition to paying all fines resulting from violations.

The Department has urged customers to report negative practices and any observations they have made about licensed domestic worker recruitment offices by contacting their call center at 600590000.

MoHRE also reaffirmed its commitment to listening and handling customer complaints as part of its efforts to regulate domestic worker recruitment agencies, improve competition and leadership in the domestic worker services market, and ensure compliance with labor market laws and regulations.

This approach guarantees the rights of all parties involved in the contractual relationship, including employers, recruitment agencies, and domestic workers in the UAE.

MoHRE takes action

Employers are also advised to work only with authorized and licensed agencies, whose details are available on the MoHRE website.

The Department warned that dealing with unlicensed organizations and employing people in violation of the rules could result in legal liability, as well as potential health and safety risks associated with workers who are not subject to approved employment practices.

The Ministry also ensured that the domestic worker services market in the UAE operates according to the highest standards of governance and competition, providing service packages that comply with the humane standards set out in the Domestic Workers Law and its implementing regulations.

This framework aims to balance the interests of clients, employees, and owners of recruitment offices in the UAE.

UAE worker rights

MoHRE commended the commitment of the majority of domestic workers recruitment offices across the country in enacting the approved legislation, highlighting their role in supporting sustainable economic growth and labor market leadership by providing quality services and ensuring safe and healthy workplaces.

The Ministry highlighted its ongoing efforts to improve the efficiency of domestic worker services by strengthening market regulation, comprehensive protection of workers, and inclusion under the umbrella of social protection.

Domestic worker services are also included in the Department’s electronic and smart services and ‘Zero Bureaucracy’ initiative.

Recent initiatives in the UAE include the launch of a domestic worker services package under the ‘Work Bundle’ services, following earlier releases through Dubai Now and Invest in Dubai. MoHRE continues to provide awareness programs for employees and office holders to improve compliance.

The MoHRE said its regulatory efforts resulted in the imposition of fines on 37 domestic worker agencies in the first half of 2025, involving 107 violations.
