Dubai is introducing pre-delivery number plates for motorcycles and e-bikes

Dubai Delivery MotorCycles will be given an additional number plate and enhanced identification requirements as part of revised safety regulations.

The Roads and Transport Authority (RTA) has approved the introduction of the Front Front number plate for motorcycles and e-bikes used in cash delivery services, extending the identification requirements previously used on rear plates.

The new requirement will go into effect at the end of December and will be gradually applied to license renewals.

The RTA said the measure is part of its wider regulatory framework, which aligns with global best practices and RoadMap’s approved safety and security measures for service delivery.

The introduction of the front number plates is part of a package of joint solutions and initiatives between the RTA and Dubai Police HQ, aimed at strengthening oversight of delivery operations across the Emirate.

The decision followed a series of meetings with partners from the government and the private sector, as well as consulting firms, to review processes designed to improve the regulation of the sector.

These discussions focus on defining requirements that ensure the safety of delivery passengers and other road users, thereby improving road safety in Dubai.

Dubai delivery rules

Ahmed Mahboob, Chief Licensing Officer of the RTA Agency, said: “The decision to remove the front plate for motorcycles operating in the motorcycle delivery sector and to assign a code (9) is to distinguish this category.

“The RTA will issue plates under a new combined number that is different from the previous plate number and will be presented continuously in the license or renewal of each motorcycle, in accordance with the model or lost.

“The decision does not apply to Non-Courcectycles (person) motorcycles. The RTA limits the issuance of the front plate of motorcycles used for motorcycle delivery and delivery requests;

He added that the move is in response to the rapid growth of the delivery sector in recent years, driven by growing demand and the growing number of motorcycles operating on Dubai’s roads.

Mahlaob said the new controls will improve traffic discipline, improve the delivery service experience and RTA’s high priority support for road users.

Motorcycle road limits

In collaboration with the Dubai Police General HQ, the RTA announced regulations earlier that regulate the movement of delivery motorcycles on expressways.

Under these rules, delivery passengers are prohibited from using the two express lanes on roads with five or more lanes, and from using the left express lanes on three or four lanes.

On roads with two lanes or fewer passengers, delivery passengers are allowed to use all lanes without restrictions.
