Kuwait announces major visa reforms: fees, fines and new residency rules

The new draft, published in the Official Gazette on November 23, lays down new rules for all types of entry permits, visit and stay categories, alongside a detailed schedule of fines and administrative fees.

The Ministry of the Interior said that these laws are part of a wider effort to improve the situation of residents across the country and comply with future policy requirements. The new rules will come into effect one month after publication.

Entry system for Kuwait

The regulations introduce a unified structure for implementing family, medical, commercial and tourist visas, as well as Government, private and domestic work permits.

The service has also allowed penalty tables to be renewed for exceeding the authorized visit time.

Key systemic changes include new provisions for permanent residency, residency for business owners, specialized professionals, specialized skills and domestic workers, and revised controls on the number of domestic workers allowed per household.

Major fitness amendments

The regulations contain a significant change in allowing family and income-based resettlement categories. Among the amendments:

  • Chastity may be granted to foreigners by sons or daughters of Wawaiti or daughters
  • Residency can be granted to the foreign wife of a Kuwaiti citizen and her children
  • Purity may be granted to foreigners who have a Kuwaiti child or children
  • Residency can be granted to foreign men and women through bank accounts
  • Family reunification accommodations are granted based on a family reunification request
  • Residency can be granted to foreign investors or commercial partners upon submission of appropriate commercial licenses
  • Residency can be granted to foreign property owners due to ownership of the property

The Ministry said that other awareness materials will be provided to citizens and residents to explain the controls for each type of visit and residence permit.

Revised penalty for stay and visit violations

The new law includes a comprehensive system of compensable violations.

Newborn Reporting (Section 6)

  • Failure to report a birth within four months:
    Up to KD2,000 ($6,500)
    Accommodation fee: KD2 ($6.5) per day after the first month; KD4 ($13) per day after four months.

Breach of License (Section 9)

It applies to government, private, tourism, family, family, temporary government contract and medical entry permits.

  • Maximum: KD2,000 ($6,500)
  • Stay: KD2 ($6.5) per day after the first month.

Visits Beyond Visa (Article 11)

For all types of travel including government, business and family travel.

  • Maximum: KD2,000 ($6,500)
  • Stay: KD2 ($6.5) per day after the first month.

Extras for more tours

It includes private tours, travel tours, chauffeur tours, temporary work, therapy, medical, tourism, sports, social event tours, and transportation drivers.

  • Maximum: KD2,000 ($6,500)

Violation of domestic workers (Section 12)

  • Overstaying of domestic workers or storage facilities:
    Best: KD600 ($1,950)

Worker Residence Center (Section 13)

  • An employee who passes residency or refuses to renew:
    Best: KD600 ($1,950)

  • For large families: Second job at KD400 ($1,300) Plus KD100 ($325) per year
  • Third / Fourth Staff: KD100 ($325) and KD100 ANNUALLY
  • Diplomas: KD50 ($162.5) per work

Temporary Accommodation and Travel Expenses

  • Temporary stay: KD5 ($16.3) per month
  • Travel Notice: KD10 ($32.5) per month
  • Extension of visit (Section 15): KD10 ($32.5) per month

Other Administrative Fees

  • Citizenship renewal: KD10 ($32.5)
